Ocean Tracker

Abstract:

In the context of the Ocean Conference 2019 held in Oslo, organised by the Norwegian Ministry of Foreign Affairs, a new tool the "Ocean Tracker" was developed. It consists of a dynamic map that provides a visual representation of commitments undertaken at the Ocean Conference by governments, public and private organisations and NGOs. Access to the interactive map is maintained and may be updated at the next Ocean Conference, which will be held in 2020 in Palau.

QUESTIONS THIS PRACTICE MAY HELP ANSWER:

  • Who is involved in the Ocean Conference?
  • What commitments are made in the context of the Ocean Conference?
  • To what extent are the commitments made by the stakeholders fulfilled?

IMPLEMENTATION CONTEXT:

The Ocean Tracker was launched at the Our Ocean conference organised in Oslo in October 2019. The conference brought together representatives from the civil society, research institutions, political leaders and businesses with the purpose of sharing experiences and seeking the solutions related to policy governance, technologies and finance. The Ocean Tracker was the result of a commitment made by the European Union in 2017 during the Ocean Conference in Malta.

ASPECTS / OBJECTIVES:

The Ocean Tracker was developed following the commitments made as a result of the Conference. The initiatives are shown on the map which also provides information on the status of commitments made by stakeholders, in order to have an overall view of the progress made.

METHOD:

The dynamic map was designed to give a visual representation of commitments made at the Ocean Conference. The tool also calculates statistics, which provide an overview of the commitments made per theme (sustainable fisheries, marine pollution, climate change, marine protected area, etc.), per organisation type (governments, civil society, non-governmental organisations, private sector, etc.) and per year.

MAIN OUTPUTS / RESULTS:

The map guarantees transparency in accordance with the guidelines provided at the Ocean Conference and allows the commitments made by different stakeholders to be followed.

TRANSFERABILITY:

The tool was designed within the specific context of the Ocean Conference, but a similar approach (such as an interactive mapping and analysis of international commitments) could be applied to other initiatives.
