The present case study includes a general geographical, physical, and environmental overview of the Slovenian territorial sea and its human uses. It seeks to provide an analysis of spatial statistical trends occurring in the maritime sectors covered by the EU MSP Directive.
Questions this practice may help answer:
- How are spatial scenarios used in the development of a maritime spatial plan?
- How are visions used in the maritime spatial planning process?
Implementation Context:
The case study for Slovenia was developed within the SUPREME project with the objective of supporting the implementation of maritime spatial planning in the EU Member States’ marine waters in the eastern Mediterranean, including the Adriatic, Ionian, Aegean and Levantine Seas and to launch and carry out concrete and cross-border MSP initiatives of the Member States in the eastern Mediterranean.
Aspects / Objectives:
The aim of this case study is to define a vision, possible scenarios of future development and recommendations for MSP development in Slovenia.
Method:
The case study was developed through an analysis of the marine environment, maritime activities and their socio-economic trends, land-sea interactions, identification of conflicts and synergies, transboundary issues to develop a vision, scenarios and objectives for maritime spatial planning in Slovenia.
Main Outputs / Results:
The case defined an MSP vision in Slovenia, taking into account its limited spatial possibilities and small sea-space. The vision ensures conditions for a long-term coexistence of all activities which, however, have to integrally comply with the requirements of nature and cultural heritage conservation, as well as synergies of all other stakeholders in the area.
The components of this vision are:
1) a cartographic presentation of present and planned activities
2) Proposed MSP measures:
a)establishment of the governance structure at the national level;
b)establishment of the governance structure at the regional (local) level for the coordination of the coastal zone management in accordance with the ICZM Protocol;
c)specific measures by sectors and locations (uses, regimes, etc.).
Transferability:
This report is intended to be used by official institutions involved in the MSP process in Slovenia. It may also serve as an example of a type of vision for a maritime spatial plan.
