Maritime Spatial Plan(s) 

Status: Adopted

Slovenia adopted its maritime spatial plan, the Pomorski prostorski plan Slovenije, in July 2021.

Slovenia's Maritime Spatial Planning (including the relevant decree and maps) was translated into English and neighbouring countries have been informed (in accordance with the Article 6 of the ESPOO convention).

Latest MSP developments

Slovenia’s recent MSP developments concern implementation, evaluation and stronger environmental assessment of its existing plan. The July 2021 Maritime Spatial Plan remains the planning framework. Implementation assessments have taken place.  

• An ex-post assessment examined implementation during 2021–2024. Discussed in a September 2025 publication by researchers from Slovenia’s Urban Planning Institute, it identified priorities for improvement: climate resilience in mariculture, coordinated cross-border fisheries management, clearer biodiversity objectives and monitoring, sustainable tourism, and stronger stakeholder participation. It also highlighted insufficiently detailed management and long-term conservation provisions for underwater cultural heritage. These are evaluation findings and recommendations, rather than adopted amendments. 
• A new methodology linking development assessment with marine environmental status was presented on 17 September 2026. Developed by the Institute for Water of Slovenia and the Marine Biology Station Piran, it assesses whether proposed interventions could deteriorate marine waters or hinder good environmental status under the Marine Strategy Framework Directive (MSFD). It includes mitigation and monitoring proposals and explicitly requires consideration of the MSP and ecological corridors, including their cross-border continuity. It complements existing statutory assessment procedures. 
• The environmental evidence supporting MSP is being updated. Slovenia published an updated marine environmental assessment in June 2025 as part of the third MSFD implementation cycle. The Marine Environment Management Plan 2022–2027 remains the current environmental management framework. These developments provide relevant evidence for MSP implementation and future updating, although they don’t constitute a formal MSP revision. (source : GOV.SI )
• Cross-border governance remains an active research focus. The Horizon Europe BlueGreen Governance project (2024–2027) includes the Northern Adriatic as a cross-border case study, drawing on Slovenia’s MSP experience and implementation evaluation. 

MSP legislation

The EU MSP Directive is transposed into naional legislation through the Spatial Planning Act adopted in 2017 (OG no. 61/17 – ZUreP-2). The Spatial Planning Act requires the MSP plan to be prepared in the form of the Action Programme for the implementation of the Slovenian Spatial Development Strategy at sea. The latter is a strategic document which applies to both land and sea. 

Currently, the Ministry of the Environment and Spatial Planning is coordinating the preparation of a new Spatial Development Strategy for Slovenia in 2050.
