Basic facts on Marine Waters

  • Slovenia's internal waters cover 46.3km² and its territorial sea, out to 12 nautical miles (as defined by UNCLOS) cover 166.9 km²
  • On 29 June 2017, the Arbitral Tribunal rendered its “Final Award” in the arbitration concerning a territorial and maritime dispute between the Republic of Croatia and the Republic of Slovenia. 
  • In 1975, the Osimo Agreement was concluded between Italy and Yugoslavia which also determined the maritime boundary between the two States. After the dissolution of the common state, the Republic of Slovenia succeeded to this border.

Maritime Spatial Plan(s) 

Status: Adopted

Slovenia adopted its maritime spatial plan, the Pomorski prostorski plan Slovenije, in July 2021.

Slovenia's Maritime Spatial Planning (including the relevant decree and maps) was translated into English and neighbouring countries have been informed (in accordance with the Article 6 of the ESPOO convention).

MSP legislation

The EU MSP Directive is transposed into naional legislation through the Spatial Planning Act adopted in 2017 (OG no. 61/17 – ZUreP-2). The Spatial Planning Act requires the MSP plan to be prepared in the form of the Action Programme for the implementation of the Slovenian Spatial Development Strategy at sea. The latter is a strategic document which applies to both land and sea. 

Currently, the Ministry of the Environment and Spatial Planning is coordinating the preparation of a new Spatial Development Strategy for Slovenia in 2050.

Slovenia's competent authority for MSP is the Ministry of the Environment and Spatial Planning; Spatial Planning, Construction and Housing Directorate.
