Addressing MSP Implementation in Case Study Areas: North Adriatic


This case study presents an analysis and spatial organization proposals for the North Adriatic Sea which includes Land Administrative Boundaries and Sea Administrative Boundaries of the study area. The analysis includes an overview of the socio-economic characteristics, natural environment and natural resources of the study area. The case study defines visions, scenarios and objectives of MSP for the area and suggests a planning proposal.

Implementation Context:

The case study is carried out within the SUPREME project component of the development of partner pilot study areas. This case study gives an in depth overview of the geological and geographical features, natural and environmental aspects, socio-economic characteristics, coastal and land uses, technical infrastructure, nonliving resources, natural and cultural heritage in the Northern Adriatic. The study then goes on to give three different planning scenarios for the area to define goals, objectives and policy options for maritime spatial planning.


Aspects / Objectives:

The aim of this case study was to analyse the socio-economic and natural characteristics of case study area in the Northern Adriatic to create different spatial scenarios to inform maritime spatial planning proposals for the area.  


The case study was developed through a detailed study of the following:

  • Environmental description, sectoral status and trends
  • Decision support systems analysis
  • Land-sea interactions
  • Visioning, scenario and objectives of MSP

The above aspects served as base guideline of analysis and data collection for the development of the pilot study and the definition of goals, objectives and policy options for the pilot study area.

Main Outputs / Results:

The main results is a planning proposal addressing the following aspects:

  • Managing conflicts and synergies from maritime transport
  • Finding space for aquaculture
  • Supporting sustainable fisheries
  • Identifying priority areas for conservation considering conflicts and synergies between maritime uses and the marine environment
  • Supporting synergies between uses: the potential of tourism in the NA
  • Other potential measures
  • Identifying areas for renewable energy production: the case of offshore wind in Emilia Romagna Region
  • Reducing conflicts between military areas and other uses in Emilia Romagna Region
  • Managing, in an MSP framework, the perspective of the oil and gas platform decommissioning issue in Emilia Romagna Region


This study can be used for the development of spatial planning scenarios in the Eastern Mediterranean and as guidance for the definition of objectives and goals for this MSP region.
