Abstract:

The document provides a comprehensive analysis of the maritime governance institutions and processes in Macaronesia. It was produced under the MarSP project, with the purpose of assisting the competent authorities of Portugal and Spain to implement maritime spatial planning in three Archipelagos - Azores, Madeira and Canary Islands.

IMPLEMENTATION CONTEXT:

The document is produced in the context of the MarSP project (completed in December 2019), with the aim of improving the Maritime Spatial Planning process in the archipelagos of Azores, Madeira and Canary Islands.

The purpose of the report is to provide an overview of the maritime governance institutions and processes in Macaronesia.

METHOD:

Macaronesian maritime governance frameworks have been assessed according to the following:

  • Scale of competences and responsibilities in the MSP processes (national or regional);
  • Public entities involved in the management of various maritime sectors;
  • Main legislations (regulations and norms) that rule the MSP process;
  • Key instruments used in the development of MSP.

The report integrates information from the official data sources.

MAIN OUTPUTS / RESULTS:

The report provides a multi-scale analysis of maritime governance (i.e. international, European, national and regional). It targets the general public and entities responsible for the implementation of the MSP Directive. The report provides recommendations on how to improve maritime governance in Macaronesia, including the cross-border cooperation.

TRANSFERABILITY:

The document strongly focuses on Macaronesia. However, the methods for assessment and analysis of maritime governance could be adapted to other areas.
