On-line Platform for public participation, Mecklenburg-Vorpommern, Germany

Abstract: 

For the Spatial Development Plans of Mecklenburg-Vorpommern (2005 and 2016) two broad participation processes have been conducted including public participation. An on-line platform provides an overview of these former and also current stakeholder participation processes for different regions of Mecklenburg-Vorpommern as well as of the whole federal state. Also documentation of the weighing process for each participation procedure is available.

implementation context

In addition to the German Spatial Planning Act (ROG), the legal basis for spatial planning in Mecklenburg-Vorpommern is the Law on Spatial Planning (“Landesplanungsgesetz, LPlG M-V). Article 6 (1) states, the area the law is covering, is the entire “Land”, including the territorial sea.

The Spatial Development Programme (SDP) of Mecklenburg-Vorpommern was extended to the 12-nm zone during the realignment in 2003-2005. In the years 2013 - 2015 the SDP was being updated. By updating its SDP, Mecklenburg-Vorpommern has used a multi-step process, which included public participation. This wide and transparent involvement should help to gain wide acceptance for the implementation of the programme’s requirements.

Also for the Spatial Development Plan (LEP M-V, 2005 and 2016) two broad participation processes have been conducted including public participation. Additionally, both processes have been accompanied by several regional conferences organised by the responsible ministries. These processes (as well as pure land-based spatial planning processes) are documented on the on-line platform for public participation.

The aim of the platform is to document the above mentioned maritime spatial planning processes (as well as pure land-based spatial planning processes) and to assure public participation. The platform also provides background on the weighing of stakeholders' contributions at different levels (first and second stage of participation). The database informs about the

- stakeholder who submitted comments (natural persons are anonymous),

- the chapters of the plan and related comments,

- the content of comments, and

- expert judgement and weighing. 

The platform allows two search functions: a) chapters and b) stakeholder (in alphabetical order).
