Overview of all relevant legislation regulating maritime activities and their impact on offshore renewable energy projects; input to the evaluation and identification of inconsistencies with the offshore renewable energy plans.

Implementation Context

Some international Maritime Spatial Planning instruments have been developed over the years but they do not necessarily take into consideration the specific features of offshore renewable energies. Identifying the barriers to achieve a more integrated approach to MSP, that foster the deployment of offshore power generation from wind and marine power sources, is necessary and contributes to the implementation of the 20% Renewable Directive..

Aspects / Objectives

  • Identify those international maritime spatial planning (MSP) instruments that impact the development of offshore renewable energy and to qualify their effect on siting for offshore renewable power generation and cable routing for a pan-Europeangrid at sea.
  • Serve as input to the evaluation and identification of inconsistencies with the offshore renewable energy plans. In a follow up step, the project has created proposals for an internationally coordinated approach to MSP favouring the deployment of offshore renewable power.

Method

The method consists of three steps:

  1. Analyse the aim and consequences of each MSP instrument
  2. Identify for each of the different instruments the elements influencing offshore renewable energies deployment and related electricity infrastructure.
  3. Link the type of influence to stages in the development and implementation of offshore renewable energy activity.

Main Outputs / Resultss

The report provides an extensive elaboration of the instruments.  The following tables provide a clear overview of the findings.

Transferability

Most instruments are pan-European and therefore relate to all Member States. The findings can therefore be used by other European authorities.

The practice was elaborated under the Seanergy 2020 Project co-financed by Intelligent Energy Europe. Direct costs of its elaboration are unknown.
