INSPIRE: Support for and requirement of the Marine Strategy Framework Directive

Abstract: 

This paper documents how to apply INSPIRE Directive 2007/2/EC principles for efficient implementation of the Marine Strategy Framework Directive 2008/56/EC (MSFD). It provides an overview of the different INSPIRE components, explains the relationship between the MSFD requirements and improves the understanding of distributed data management. The MSFD reporting cycle is analyzed in detail, identifying spatial data requirements and mapping them into the INSPIRE implementation roadmap. The study comprises a thorough analysis on MSFD requirements of data & information sharing from the initial assessment and monitoring programmes, applying INSPIRE data management.

Implementation Context:

This study is a contribution to the Marine Policy Journal published in June 2018.

Aspects / Objectives:

The objectives of this paper are to provide an overview of the different INSPIRE components, explain the relationship between the MSFD requirements and to better understand the distributed data management.

Method:

The MSFD reporting cycle is analysed in detail, identifying spatial data requirements and mapping them into the INSPIRE implementation roadmap. The study comprises a thorough analysis on MSFD requirements of data & information sharing from the initial assessment and monitoring programmes, applying INSPIRE data management.

Main Outputs / Results:

  • How INSPIRE principles are applied to the MSFD implementation is documented.
  • The MSFD Article 19 requirements are analysed in relation to the INSPIRE.
  • GES criteria elements - spatial components are mapped into INSPIRE themes.
  • Human activities, anthropogenic pressures and impacts - spatial components are mapped into INSPIRE themes.

MSFD reporting requirements are mapped into the INSPIRE implementation roadmap.

Transferability:

The results presented in this paper can be taken into consideration by planners, decision makers and stakeholders worldwide.

Costs / Funding Source:

Results, discussion and conclusions drafted in this paper describe and update findings obtained from the work performed in the scope of the EC Joint Research Centre project INSPIRE Marine Pilot, financed by Interoperability Solutions for European Public Administrations (ISA) Programme. A significant amount of the results described in this paper were included in the technical reports for the Marine Pilot project which were the main deliverables of the project's Work package 1 and Work package 2. The technical reports that were used to draft this paper were:

  • D1.2 Analysis of requirements that link INSPIRE and MSFD;
  • D2.0 MSFD spatial date requirements mapped to INSPIRE data models.
