Governance scheme at National and sub-national levels for Spatial Planning in relation to MSP in Greece


This deliverable from the MSP-MED project gives a useful insight into the Greek approach to Maritime Spatial Planning. The report, drafted by the Ministry of the Environment & Energy with the support of the University of Thessaly, offers a detailed overview of projects and protocols followed to develop MSP on the Greek shores and waters.

Implementation Context:

This document was developed in the context of the MSP-MED project (Towards the operational implementation of MSP in our common Mediterranean Sea) within the Work Package 2 – Setting-up Maritime Spatial Plans, task number 2.4 – Greece: Development of a governance scheme and monitoring mechanism.

Aspects / Objectives:

The objective of this document is to provide an overview of the situation regarding Maritime Spatial Planning in Greece.


This document is divided into different sections that provide an overview of the coordination between territorial (spatial) planning and MSP carried out by the Ministry of Environment and Energy but also on the tools of implementation for MSPs, geospatial data concerning the maritime space and last but not least, stakeholder engagement during the preparation and implementation of MSP. Relevant projects for the Greek MSP, such as ADRIPLAN, SUPREME, AMAre, THAL-CHOR 1 or COASTGAP, are also presented to support the findings.

Main Outputs / Results:

It appears that spatial development as well as environmental assessment tools may be used for carrying out MSPs. Moreover, human sea-related activities/pressures, require an integrated planning and management approach. The way to achieve this is primarily by identifying, qualifying/quantifying pressures and providing the planners with the necessary spatial feedback. Finally, regarding the stakeholder involvement, the Law 4546/18 aims to activate a wide participatory decision-making process followed by a similar public consultation procedure (according to article 6 of the Law 4048/2012). Key stakeholders may also actively participate in this consultation process through the National Council for Spatial Planning (Law 4447/2016), which is the supreme consultation body on important issues related to both onshore and offshore spatial planning in Greece.

Evidence suggests that Greece is prepared to comply with EU requirement regarding the implementation of MSP in 2021.


This document is specific to the Greek situation regarding the MSP process, meaning that results cannot be transferred to other countries, but the process followed by Greek authorities to implement their MSP can be used as example.
