Implementation Context:

This methodology was developed as an output from the SUPREME project to support a transboundary approach to maritime spatial planning (MSP) and cross-border cooperation amongst EU member-states in the Eastern Mediterranean.

Aspects / Objectives:

The aim of this methodology is to provide a conceptual guidance for the development of cross-border maritime spatial planning through a procedural guidance.

Method:

The methodology was developed through a literature review of current transboundary concerns within maritime spatial planning. 

Main Outputs / Results:

A procedural step methodology for the development of cross-border MSP:

Step 1: Establishment of a transnational Committee / transnational framework of cooperation

Step 2: Definition of the transboundary area(s) / management unit(s) to be planned

Step 3: Geo-data management -Creation of a common and compatible geo-data base

Step 4: Definition of common planning and management goals

Step 5: Stakeholders’ engagement –establishment of a cross-border network

Step 6: International cooperation regarding human activities having a highly transboundary nature

 

Identification of transboundary elements to be considered during the MSP process:

  • Carrying capacity and cumulative impacts
  • EcAp-based Ecological Objectives (Eos) and related targets;
  • LSI aspects;
  • Coastal erosion;
  • Climate change effects;
  • Life cycle analysis

Transferability:

 The methodology and conceptual framework presented is meant to be applicable to every case of cross-border MSP, beyond the SUPREME regional scope.
