The Assessment was conducted as part of the activities of the Pan Baltic Scope project. The objective of the Assessment was to analyse the application, implementation, achievements and possible future adjustments to update the joint regional framework for the Maritime Spatial Planning (MSP) process in the Baltic Sea Region (BSR). The document provides recommendations in regard to the implementation of the MSP Principles, application of guidelines on transboundary consultations, public participation and co-operation, and evaluation of MSP Roadmap.

Implementation Context:
The Assessment of the application of the Baltic Sea Common Regional Maritime Spatial Planning Framework was implemented in the framework of the EU funded project Pan Baltic Scope.
Aspects / Objectives:
The objective of the Assessment was to analyse the application, implementation, achievements and possible future adjustments to update the joint regional framework for the Maritime Spatial Planning (MSP) process in the Baltic Sea Region (BSR):
- Baltic Sea Broad-Scale Maritime Spatial Planning Principles;
- Guidelines on transboundary consultations, public participation and co-operation;
- Regional Baltic Maritime Spatial Planning Roadmap 2013-2020.
Method:
As part of the Assessment process, the experts evaluated available reports and on-line survey, as well as the results of the interviews, face to face meetings and workshops. The experiences and emerging ideas of the on-going MSP process were also integrated. The assessment was carried out in close cooperation with the VASAB Secretariat and HELCOM-VASAB MSP WG, and in line with other activities of the Pan-Baltic Scope project.
Main Outputs / Results:
The document ends with key conclusions and recommendations on implementation of the MSP Principles, application of guidelines on transboundary consultations, public participation and co-operation, and on evaluation of MSP Roadmap.
Transferability:
The assessment is conducted for the countries of the Baltic Sea region and cannot be applied to other countries.
Responsible Entity:
The Baltic Environmental Forum – Latvia (BEF-Latvia) was contracted by the State Regional Development Agency of Latvia (VASAB Secretariat) in order to to carry out the Assessment. The BEFLatvia sub-contracted Hendrikson & Ko (Estonia) to support the implementation of the Assessment.
