Navigating MSP Tools: the new TEG webinar series

The Technical Expert Group on Data for MSP is launching a series of short, practice-oriented webinars designed to showcase how tools developed under the ReMAP project can directly support the development and improvement of Maritime Spatial Plans across Europe.

Each session, presented by a technical expert, will translate complex data and methodologies into concrete, usable insights for MSP practitioners, planners, and policymakers.

From Blue Economy to Blue Planning: Integrating Socioeconomic Values in MSP (23.03 - 12:00 CET) 
This 1st workshop of the TEG Webinar series, presented by Jose L. Santiago, will show how to move from measuring the Blue Economy to actively shaping Blue Planning by placing socioeconomic values at the core of Maritime Spatial Planning (MSP). 
 
It introduces an innovative module that transforms harmonised EU economic and social data into spatially explicit intelligence, mapping not only where activities take place, but the value they generate in terms of Gross Value Added, jobs, and wider economic effects. By combining advanced time-series forecasting (ETS/ARIMA), high-resolution spatial allocation, and input–output modelling, the tool captures direct, indirect, and induced impacts across sectors and territories. 
 
The result is more than a dataset: it is a decision-support framework that makes the economic and social consequences of planning choices visible, measurable, and comparable. In doing so, it strengthens evidence-based policymaking, enhances transparency, and supports a truly sustainable and socially grounded Blue Growth strategy.
 
Putting governance on the map: a data-driven governance approach for MSP (17.04 - 12:00 CET)

Effective governance is fundamental to successful Marine Spatial Planning (MSP), yet it remains one of the most challenging dimensions to assess. Because governance is inherently complex, difficult to quantify, and not easily translated into spatial data, it is often left out of geographic information systems or treated merely as a descriptive add-on. 

This 2nd webinar of the TEG webinar series, presented by Marta Ballesteros, will explore how governance can be systematically operationalized to support the monitoring, reviewing and improving of marine spatial plans. The ReMAP Governance module (MSP-GOV) assesses the effectiveness of the governance system, focusing on  how coordination influences plan implementation. The coordination index generates actionable peformance insights,identifies critical and priority intervention areas, and facilitates advances in operational coordination, including at the trasnational level. The session will also outline forthcoming methodological developments to include other key governance dimensions (e.g. participation).

Exploration of EMODnet harmonised MSP plans through the MSP-out ReMAP tool (15.05 - 15:00 CET)

This event is the 3rd webinar of the TEG's webinar series and will be presented by Sara Sottoriva. 

The EMODnet MSP data model harmonises the diverse European plans under a common framework. The model is based on a few important features. First, the Spatial Plan with its borders. Second, the Zoning Elements (ZEs) which are mainly polygons defining activities at sea. ZEs are characterised by attributes, e.g. Sea use (the type of activity within the ZEs), Function (the legal status of that activity), and Original use (the activity name in the national plan). 

The ReMAP MSP-out module focuses on these mentioned spatial features and attributes, allowing for systematic analysis and comparison of harmonised European MSP plans. The open-access tool has an intuitive and flexible interface, generating statistics and interactive graphs focusing on ZEs, Sea uses, Functions, Original uses, and co-use. Analyses can be carried out at multiple spatial scales, ranging from individual plans and Member States to regional, sea-basin, and European levels. During this workshop, we will walk you through the tool’s key functionalities and explore a selection of analyses together.
