The report presents the results of the Pan Baltic Scope project, the main objectives of which were to achieve coherent national Maritime Spatial Planning in the BSR, and to build lasting macro-region mechanisms for cross-border MSP cooperation.


The aim of the study was to find out whether the maritime sectors in Estonia and Finland are rather independent in their development within national economies or whether maritime sectors are linked stronger with national economics.

The reports shows which data relevant for MSP should be shared among countries, what gaps exist as well as how the INSPIRE process can support MSP.


This contribution is focussing on challenges for policy and sector integration in Baltic Sea marine spatial planning (MSP). The study identifies concrete coordination problems, analyses why they have emerged and discusses possible remedies.

The aim is to support the establishment and implementation of MSPs in line with the EU Directive on MSP, including capacity building and support in establishing cooperation mechanisms.
