Support and Expert Services on Maritime Spatial Planning and for the Establishment of a European Blue Forum

General objective

The general objective of this call for tenders is to support the European Commission and the MS in the implementation of their MSP plans and processes, in the context of marine related European Green Deal (EGD)2 objectives. The services to be delivered also aim at facilitating dialogue between European blue economy communities and stakeholders with the establishment of a "European Blue Forum" for users of the sea.

Specific objectives

To reach the general objective, the service contract will pursue the following specific objectives:

Support and expert services on MSP

1. Develop and share knowledge and good practices on MSP.
2. Support MS in their work to implement MSP with reference to the EU MSP Directive and the objectives of the EGD related to the maritime space.
3. Assist the European Commission with technical expertise on matters related to the implementation of the MSP Directive and to MSP in general, including support for the organisation of workshops, conferences and meetings.

European Blue Forum

1. Establish and run a European Blue Forum.
2. Initiate and coordinate a dialogue across the EU blue economy sectors, on the protection and future use of the oceans and seas.
3. Provide analysis on trends and management of changes in the blue economy in relation with the relevant EGD objectives.
