ESPON 2020 Call on Maritime spatial planning and land-sea interactions

The service contract resulting from this call for tenders related to “Maritime spatial planning and land-sea interactions” concerns an action which shall contribute to the extended use of territorial evidence adding a European perspective to policy development at national, regional and local levels in the framework of the ESPON 2020 Programme, under Specific Objective 2.

The service shall contribute to evidence-based, coherent and transparent decision-making in EU Member States considering land-sea interactions in the development of national maritime spatial plans. It shall develop a methodology to explore land-sea links, including the coastal interface. All EU sectoral policies affecting seas, islands, coastal regions and maritime sectors need to be taken into account in the analytical process.

The main outcome should be socio-economic data and information relevant for maritime spatial planning and land-sea interaction, as well as a methodology to explore the land-sea interactions on a sea basin scale (including the coastal interface).

The objective of this activity is to improve stakeholders’ planning processes through the coordinated, comparable and systematic acquisition and analysis of both marine and terrestrial data and information at regional level. 

Eligible Applicants: 

The tender shall be submitted either by one contractor only, by a group acting jointly or by a natural person acting on his/her own behalf.

12 months

Further Financing Information: 

Payments will be executed only if the selected service provider has fulfilled all its contractual obligations by the date on which the invoice is submitted.
The payments to the service provider will be made as follow:
- Three interim payments for service provisions related to delivery 1, delivery 2 and delivery 3 shall be admissible. These interim payments shall amount to respectively a maximum of 10%, 25% and 35% of the total contracted value, excluding VAT.
- One final payment of the balance of the contract value will be processed once all requested deliveries have been approved by the contracting authority, accompanied by the relevant invoice.
